SUBJECT: Parliamentary Committee forced to postpone for a third time due to lack of quorum

The finalising of the Films and Publications Amendment Bill is being halted by what seems to be political gamesmanship.

CFJ reported last week on progress being made on the Bill in the NCOP.

The NCOP Select Committee on Communications and Public Enterprises met this morning to finalise the Bill. However, the Committee was prevented from adopting its Report: Not enough committee members attended to form the necessary quorum. This is the third Committee meeting where the Bill could not be finalised due to lack of a quorum.

The postponement of the finalising of the Bill however provides interested parties and concerned citizens further opportunity to contact members of the Committee and other MPs in the NCOP, to raise their concerns with the Bill’s problematic proposals.

One of the main remaining concerns is the proposal to legalise the ONLINE distribution of hard-core pornography to adults – which has been shown by research to be a contributory cause of some adults committing sexual abuse against vulnerable women and children.

CFJ will liaise with Parliament to determine when the Select Committee will meet again to finalise the Bill and adopt its Report.
